Professional Experience
I serve the real estate development industry with a full suite of consulting services, including development entitlement and permit expediting, project management support, land-use planning, and community and government relations. I bring 22 years of experience and a comprehensive command of lobbying, urban planning, building-permit expediting, pre-construction planning, and multi-disciplinary team management to deliver project entitlements on a predictable timeline.
I founded Pardo Land Use Consultants in 2007. My practice has supported federal, state, and local agencies, including Homeland Security initiatives. Notably, my firm coordinated approvals and construction for a Radiation Portal Monitoring (RPM) program that screens inbound and outbound shipping containers at the Ports of Los Angeles, Long Beach, and Seattle.
My experience also includes deep familiarity with local, state, and federal environmental regulations (including EPA requirements) to process and secure permits for the Ports of Los Angeles and Long Beach. This work encompassed remediation, cleanup, and grading of approximately 1.3 million cubic yards of soil designated by the EPA as a brownfield site.
I handle all aspects of pre-development code research for developers, architects, and engineering teams. I prepare zoning feasibility studies (state and local), evaluate highest-and-best-use scenarios, and provide clear go/no-go guidance. I specialize in securing all entitlements—discretionary and by-right—obtaining building permits, and coordinating with design consultants and the construction team through final inspections and issuance of the Certificate of Occupancy.
